Flash's early jungle is nearly miserable, as he is a late game character. To make up for it, I focus my mods and amps for early game to make up for it.
Marauder Shield - 100c off
Nil Ring - 100c off
and Dreamstone - plus 22 damage rank 3 (less important what you use here)
S.T.A.R. Power Damage (G)/Power Penetration (G) - both of them (the scaling one and the early stat one)
and either the same thing from Lex Corp at (S)(S) ratings, or power damage/attack armor (S)(B). I have tried swapping them and the effect is so miniscule, that I'm not sure it matters.
With the discounted shield and ring, you can still get tekktite 2 (or two will and health packs each). I prefer to get the will/health packs over tekktite, because at level 2, they both get you the same return, but you can use specific ones you need instead of wasting a will regen when you are at 98% will.
The first purchase I make is Marauder shield 2, if I got one or both elites for the HPS. If not, I get level 1 Dreamstone because I wouldn't be missing as much health, so the mana regen can keep me from having to back to base.
If you hadn't used detonate on the elites, it helps to clear the first jungle pack quicker, while you only have your one pathetic ability.

Dreamstone 3
Then buy accordingly to how the game is progressing. Will issues? Get Dreamstone 4. Survival issues from attack damage? Neron's Contract. Damage issues? Book of Eternity.
