Baby, don't hurt me~
Star Sapphire is an long range poke/burst champion but with very low mobility and requires a lot of knowledge for precise positioning and above average mechanics to spam many Q's. SS (Star Sapphire) is a safe pick if you don't know who you will be going against in top lane as all you will be doing is farming with Q and wait for jungler to gank your lane for you. Normally SS does not have the damage to kill anyone at 100% of their hp early game so do watch out for baits. SS is also really immobile with no escape skills so stepping a bit far into the enemy side usually means death or forces you to back to base.
This will be more of a simplified Guide for Star Sapphire.

Starting Items
Always my standard buy to sustain in lane for early game. There is no need to be greedy and get Tier 1 Fatality or whatever.
Core Items (In Order)
Always rush Fatality's Energy Lance up to Tier 3, NOT Tier 4.
I rush Dreamstone after for the Will Regen and Cooldown reduction up to Tier 3, NOT Tier 4. (Upgrade it after you finish your core items)
The reason I don't upgrade Dreamstone to Tier 4 is so I can finish my Starheart earlier. Tier 3 Right Away.
By now you should be facing tanks with a lot of Power Armor and this will be great for dealing with them when poking.
Offensive Items & Defensive
Things get situational at this point.
I will normally rush Entropy as my 5th item after finishing my core items to help me survive any surprises in fights.
OR
I find myself getting Eclipso more often than Cosmic staff mainly because good tanks all have Mirror Masters and if there are 2 or more Mirror Master holders on the enemy team I get Eclipso to help and try to deal with the reflect damage. IF by any chance there is only one Mirror Masters or.... none...... (HEAVEN) I would get Cosmic staff for the extra Power Damage and Cooldown.
2. Stolen Powers
Standard Blaster Stolen Powers for top lane. Take Cameras over Meteor if your top jungler doesn't bring cameras for you or if you feel you will get ganked alot if you don't, but Meteor would be the optimal choice.
3. Mods & Augments

All to give extra Power Damage for your Core Item build.
Augments
Maze, Spider, Plasma, and Energy are my current Star Sapphire Augments focusing on Power Penetration with a bit of Cooldown Reduction and Power Armor to help survive and sticky situations. Why not Power Damage? I do not feel it's useful for Star Sapphire in particular mainly because she is so immobile and needs a bit of help on survive long drawn out fights and cooldown for more utility as she focuses mainly on her large snare from her Manifest and Bonds of Love pulls.
4. Skill Order
I want to go over the Skill Order a bit.
Her Q and Passive should be the first 2 skills maxed Always.

I don't think people fully understand which to max first for certain situations ingame. Violet Harvest (W) and Bonds of Love are both situational on which one to max first.
When facing a team with 1-2 Tank(s) and a Assassin. Max Bonds of Love (E) before Violet Harvest, and keep Violet Harvest level 1-2.
When facing a team with 3 Tanks Max Violet Harvest (W) before Bonds of Love, and keep Bonds of Love level 2.
If you're just lazy and don't want to figure it out, just level both at the same time.
5. IMPORTANT TIP!!
Using This Costume will make you Pro Automatically.
