     This is a very... loose build. I tend to gravitate towards the move speed aspect, but you may want to do attack speed or a combination of both. The ability leveling order really doesn't matter, but make sure to max out the passive and his dash for the full affect. I hope you have fun running around your enemies in circles with the Flash; Fastest Man Alive.
