There's an error with your level order. You cannot level up your passive four times, but you can level up your Ultimate four times.
Infinite Crisis has shut down.
With its departure, Dawnbase will be going into permanent read-only mode and will remain as both an archive of information about Infinite Crisis, and a reminder of the times we all had with the game.
Hats off to you all. It was a pleasure, ladies and gentlemen.

You accidentally listed the passive as leveling up four times and the E only three.

Ult unlocks on 6, 10, 14, and 18. You were so close.
Anyway, I just picked up Shazam (won the "Infinite Fanboy" costume, actually), so I'll will be putting your build to the test, because you seem to be the only guy who has any faith in him since the patch.
